In 2012, we migrated a portion of Stanford's School of Engineering site based purely on HTML/CSS to Drupal 6. This provided a significantly improved content editor experience allowing for content to be reused and automated in ways not available in a non-CMS workflow (and not even available out of box in Drupal).
